      A subgroup \(H\) of a finite group \(G\) is called submodular in \(G\) if \(H\) can be joined with \(G\) by a chain of subgroups each of which is modular in the subsequent one. The author studies the class \(\mathfrak X\) of all finite groups with submodular Sylow subgroups. It was proved by \textit{I. Zimmermann} [Math. Z. 202, No. 4, 545--557 (1989; Zbl 0704.20018)] that every \(G\in \mathfrak X\) has a Sylow tower with respect to the natural ordering of the primes. The author proves that \(\mathfrak X\) is a saturated formation and determines formations defining \(\mathfrak X\) locally. Furthermore, he shows that a group \(G\) in \(\mathfrak X\) is supersoluble if and only if it is metanilpotent and that an arbitrary finite group \(G\) lies in \(\mathfrak X\) if and only if every metanilpotent subgroup of \(G\) is supersoluble and lies in \(\mathfrak X\).
