In this paper the author extends his results for isoperimetric regions of small volume in compact manifolds [Ann. Global Anal. Geom. 36, No. 2, 111--131 (2009; Zbl 1175.53048)] to non-compact ones (Theorems 1 and 2) in the class \({\mathcal M}^{m,\alpha}(n,Q,r)\) (Definition 1.4 in the paper). The main problem in the non-compact setting is the possible non-existence of minimizers, treated in Lemma 3.6, where the existence of a limit manifold \(M_\infty\) is proved, in which a minimizer for the original problem exists. The proof of Lemma 3.6 is based on a result on the behavior of minimizing sequences in unbounded manifolds [\textit{M. Ritoré} and \textit{C. Rosales}, Trans. Am. Math. Soc. 356, No. 11, 4601--4622 (2004; Zbl 1057.53023)] together with compactness results in the class \({\mathcal M}^{m,\alpha}(n,Q,r)\). The existence of a limit manifold where an isoperimetric minimizer exists can be traced back to \textit{F. Fiala} [Comment. Math. Helv. 13, 293--346 (1941; Zbl 0025.23003)], and was previously used in [\textit{M. Ritoré}, Commun. Anal. Geom. 9, No. 5, 1093--1138 (2001; Zbl 1018.53003); J. Geom. Anal. 11, No. 3, 509--517 (2001; Zbl 1035.53085)]. It has been generalized by the author in [Asian J. Math. 18, No. 1, 1--28 (2014; Zbl 1297.49081)].
