    Let \(A_\rho\) be a subset of the moduli space \(H_g\) of normalized translation surfaces of genus \(g\), which have two non-parallel saddle-connections of length not exceeding a small number \(\rho>0\). It is proven that with respect to any probability measure on \(H_g\) which is invariant under the natural action of \(\mathrm{SL}(2,\mathbb R)\), the subset \(A_\rho\) has measure \(o(\rho^2)\). This implies that any such probability measure is regular.
