    Let \(\phi\) denote Euler's totient function. The authors prove that, for any \(m\geq 1\), if \(H=H(m)\) is large enough, the set \[ \left\{\frac{\phi(p+1)}{\phi(p-1)}:\,\, p\text{ prime and } [p+1,p+H]\text{ contains at least } m \text{ primes}\right\} \] is dense in \([0,\infty)\). Earlier work of [\textit{S. R. Garcia} et al., J. Number Theory 208, 400--417 (2020; Zbl 1450.11002)] had shown conditional on Dickson's conjecture that the set \[ \left\{\frac{\phi(p+1)}{\phi(p-1)}:\,\, p, p+2\text{ primes} \right\} \] is dense in \([0,\infty)\). To prove their result, the authors apply the Maynard-Tao sieve method [\textit{J. Maynard}, Ann. Math. (2) 181, No. 1, 383--413 (2015; Zbl 1306.11073)], and in fact an extension of it due to \textit{W. D. Banks} et al. [Proc. Lond. Math. Soc. (3) 113, No. 4, 515--539 (2016; Zbl 1410.11114)].
