The authors study diffeomorphisms of manifolds with heteroclinic tangencies. For such diffeomorphisms two quantities are defined: \(c_T\) (tangency codimension) and \(k_T\) (signed co-index). The main results of the article are as follows: (1) Every manifold of dimension \(d>1\) admits a diffeomorphism \(f\) having a \(C^1\)-robust heteroclinic tangency of codimension \(c_T=1\) and any non-negative signed co-index \(k_T<d-1.\) (2) Given two integers \(c_T>0\) and \(s>c_T,\) there are diffeomorphisms \(f\) of the \(d\)-dimensional torus \(\mathbb{T}^d\) with \(d=c_T(s+1)\) having a \(C^1\)-robust heterodimensional (\(k_T>0\)) tangency of codimension \(c_T\) and signed co-index \(k_T=s-c_T>0.\) Some examples are given and some unsolved problems are summarized in the conclusions.
