Not only have constructing Permutation Polynomials (PPs) and Complete Permutation Polynomials (CPPs) attracted a lot of interest for their application in coding theory, cryptography and comb. design, but it is also a challenging problem itself. In this context, PPs constructed from Niho exponents play an essential role, especially for even characteristic finite fields. ``However, compared to PPs from Niho exponents, the investigation about the construction of CPPs from Niho exponents is rare. ... From a new perspective, this paper constructs CPPs with Niho exponents over a finite field by using known PPs''. As a result, several classes of CPPs are given and CPPs of piecewise form are proposed, using a method that appears to be ``a different method from known ones.'' More precisely, the finite field is divided into two disjoint subsets and the Akbary-Ghioca-Wang (AGW) criterion is applied twice to prove that these two sets are actually permuted by \(f(x)\) and \(f(x)+1\).
