    This paper is devoted to studying (weighted) second-order elliptic equations in divergence form with coefficients consisting of both an elliptic symmetric part and a BMO anti-symmetric part, in a bounded non-tangentially accessible (for short, NTA) domian \(\Omega\subset \mathbb{R}^n\) with \(n\ge 2\). For any given \(p\in(2,\infty)\), the authors give sufficient conditions for global \(W^{1,p}\) estimates and global weighted \(W^{1,q}\) estimates for the solutions to Neumann boundary value problems in \(\Omega\), in terms of a weak reverse Hölder inequality with the exponent \(p\), where \(q \in [2, p]\) and the weights under consideration are some Muckenhoupt weights. As applications, they obtain some global regularity estimates for the solutions to Neumann boundary value problems of second-order elliptic equations in divergence form with coefficients consisting of both a small BMO symmetric part and a small BMO anti-symmetric part in weighted Lebesgue spaces on a series of special domains, such as bounded Lipschitz domains, quasi-convex domains, Reifenberg flat domains, \(C^1\) domains, and (semi-)convex domains. These results improve several known related results by weakening the assumption on the coefficient matrix.
