This article studies the interior behavior of purely discontinuous Markov processes in proper open subsets \(D \subset \mathbb{R}^d\). The authors considered jump kernels with certain natural assumptions, including cases where the kernel degenerates at the boundary. Roughly speaking, the main assumption establishes that the tail of the jump measure depends only on the distance to \(\partial D\). The main contribution is the consideration of the possibility that the jump kernels blow up at \(\partial D\). The authors prove a scale-invariant Harnack's inequality for any proper open subset \(D \subset \mathbb{R}^d\) and show the interior regularity of harmonic functions. They also establish a Dynkin-type formula. The article includes several examples of jump kernels that satisfy the hypotheses.
