There is a Kostant-Kumar presentation of torus equivariant cohomology of flag varieties via double coinvariant rings. As an intermediate step, these rings can be identified with the duals of the nil-Hecke rings. There is a parallel story in the \(K\)-theory of flag varieties. The paper aims to generalize Kostant-Kumar's results to the context of an arbitrary algebraic oriented cohomology theory and its associated formal group law. The main result is the establishment of an analogue of the intermediate step, where the double coinvarient rings are replaced by some analogues in the formal group algebras in [\textit{B. Calmès} et al., Ann. Sci. Éc. Norm. Supér. (4) 46, No. 3, 405--448 (2013; Zbl 1323.14026)] and the nil-Hecke rings are replaced by the formal affine Demazure algebras in [\textit{A. Hoffnung} et al., Sel. Math., New Ser. 20, No. 4, 1213--1245 (2014; Zbl 1329.20004)].
