    The author develops the spectral theory of a class of the Jacobi operators \(J=J\{b_n,a_n\}_{n\geq1}\) which can be viewed as the finite rank perturbations of the isospectral torus \(\mathcal{T}_e\). Here, \(e\) is an arbitrary finite gap set \[ e=\bigcup_{j=1}^{l+1} [\alpha_j, \beta_j], \quad \alpha_1<\beta_1<\alpha_2<\ldots<\alpha_{l+1}<\beta_{l+1}. \] The isospectral torus \(\mathcal{T}_e\) consists of all \(l\)-quasiperiodic Jacobi operators \(J\) with \(\sigma_{\mathrm{ess}}(J)=e\). A Jacobi operator \(J=J\{b_n,a_n\}_{n\geq1}\) is a finite rank perturbation of the isospectral torus if there is a positive integer \(s\) and a Jacobi operator \(J^0=J\{b_n^0,a_n^0\}_{n\geq1}\in \mathcal{T}_e\) so that \[ b_{n+s}=b_{n+s}^0, \quad a_{n+s}=a_{n+s}^0, \qquad n=1,2,\ldots. \] The main result of the paper provides a complete description of the spectral measures for such finite rank perturbations of \(\mathcal{T}_e\). The author gives an explicit expression for \(m\)-functions of such Jacobi operators. The parallel theory for the CMV operators related to finite gap sets on the unit circle is also presented.
