    Let \(D\) denote the unit disc and \((s_{n})\) denote the partial sums of a complex power series with radius of convergence \(1\). If some subsequence \((s_{n_{k}})\) is uniformly bounded on a compact set of positive (logarithmic) capacity lying outside \(\overline{D}\), then standard arguments show that the power series must have Hadamard-Ostrowski gaps. This paper establishes a stronger result; namely, if the power series does not have Hadamard-Ostrowski gaps, then \((s_{n})\) tends to infinity locally in capacity outside \(\overline{D}\). This last assertion means that, for every \(M>0\) and every compact set \(K\subset \mathbb{C}\backslash \overline{D}\), the capacity of the set \(\{z\in K:\left| s_{n}(z)\right| \leq M\}\) tends to \(0\) as \(n\rightarrow \infty \).
