On \((0,1)\) an ordinary even order differential expression \(l(y) := y^{(2n)} + p_{2n-2}(x) y^{(2n-2)} + \dots + p_0(x) y\) with complex-valued coefficients \(p_j \in L_1(0,1)\) is considered. It is equipped with regular but not strongly regular boundary conditions of the form \(y^{(s)}(1) - (-1)^\sigma y^{(s)}(0) + \sum_{l = 0}^{s-1}\alpha_l^{(s)}y^{(l)}(0) = 0\) \((s = 1, \dots, 2n-1)\) and \(y(1) - (-1)^\sigma y(0) = 0\) where \(\alpha_l^{(s)}\) are complex numbers and \(\sigma \in \{0,1\}\). In a first step, a result on the asymptotic behaviour of the associated eigenvalues and of the eigenfunctions is obtained. This result is used in order to show the basis property of the root functions in \(L_p(0,1)\) for \(1 < p < \infty\) under an additional smoothness condition on the coefficients. The present paper generalizes a work on the case \(n = 2\) by the same author [\textit{N. B. Kerimov} and \textit{U. Kaya}, Cent. Eur. J. Math. 11, No.~1, 94--111 (2013; Zbl 1272.34025)].
