    In [``Stable Cohomotopy Seiberg-Witten Invariants of Connected Sums of Four-Manifolds with Positive First Betti Number'', \url{arXiv:0804.3452}], \textit{M. Ishida} and \textit{H. Sasahira} introduced the notion of BF-admissibility for a \(4\)-manifold, and showed a non-vanishing theorem for the stable cohomotopy Seiberg-Witten invariant of a connected sum of BF-admissible, closed oriented \(4\)-manifolds. In the paper under review, it is shown that there exist vast families of BF-admissible \(4\)-manifolds with \(b_1 > 0\), which are constructed from \(\Sigma_g \times \Sigma_h\) of odd genera \(g,h\), by Luttinger surgery. Furthermore, it is shown that, for integers \(a, b\) satisfying \(2a + 3b \geq 0\), \(a+b \equiv 0\) (mod 8) and \(b<-1\), there exist BF-admissible, irreducible symplectic \(4\)-manifolds with fundamental group \(\mathbb{Z}\) which are homeomorphic to \((a+b)/2 \mathbb{C}P^2 \# (a-b)/2 \overline{\mathbb{C}P^2} \# S^2 \times S^2\), and with fundamental group \(\mathbb{Z}_p\) \(( p :\) odd\()\) which are homeomorphic to \((a+b-2)/2 \mathbb{C}P^2 \# (a-b-2)/2 \overline{\mathbb{C}P^2} \# Y_p\). As an application of these results, the authors obtain exotic copies of standard \(4\)-manifolds which are a connected sum of \(\mathbb{C}P^2\), \(\overline{\mathbb{C}P^2}\), \(S^1 \times S^3\), \(Y_p\), with trivial Seiberg-Witten invariants but non-trivial cohomotopy Seiberg-Witten invariants. As another application, they show that the converse of the Fang-Zhang-Zhang conjecture [\textit{F. Fang} et al., Math. Ann. 340, No. 3, 647--674 (2008; Zbl 1131.53034)] fails for the vast families of \(4\)-manifolds \(X\), that is to say, they show that there is no non-singular solution to the normalized Ricci flow on \(X\), such that Gromov's simplicial volume \(\| X \| \not= 0\), Perelman's \(\overline{\lambda}(X) < 0\), and which satisfies \(2e(X)-3|\)sign\((X)|\) \(\geq \| X \|/(1296 \pi^2)\).
