For a symmetrizable Kac-Moody algebra \(\mathfrak{g}\) and a positive integer \(s\) the authors study the set \(\Gamma_s\) of all tuples \((\lambda_1,\lambda_2,\dots,\lambda_s,\mu)\) of dominant integral weights for which there is some positive integer \(N\) such that the simple highest weight module \(L(N\mu)\) is a submodule of the tensor product \(L(N\lambda_1)\otimes L(N\lambda_2)\otimes \dots\otimes L(N\lambda_s)\). The set \(\Gamma_s\) has the natural structure of a semigroup and is called the \textit{saturated tensor semigroup}. The main result of the paper gives a collection of linear inequalities satisfied by elements of \(\Gamma_s\). For affine Lie algebras of rank two it is shown that these inequalities determine \(\Gamma_s\). The paper contains an explicit conjecture on the set of inequalities which should determine \(\Gamma_s\). The above mentioned results show that the conjecture is true for affine algebras of rank two.
