The authors develop David-Semmes theory of uniform rectifiability [\textit{G. David} and \textit{S. Semmes}, Analysis of and on uniformly rectifiable sets. Providence, RI: American Mathematical Society (1993; Zbl 0832.42008)]. They investigate measures \(\mu\) of dimension \(d\) in \({\mathbb R}^{d+1}\) which are regular in the sense of Alfors-David (AD) and prove Theorem. If the \(d\)-dimensional Riesz transform operator \(f\mapsto K*(f\mu)\) with kernel \(K(x)=\frac x{|x|^{d+1}}\) is bounded in \(L^{2}(\mu)\), then the non-BAUP cells in the David-Semmes lattice associated with the measure \(\mu\) form a Carleson family. Here David-Semmes lattice is a special family of decompositions of the support of \(\mu\), cells are elements of these decompositions, and a cell is called non-BAUP if it does not satisfy the condition introduced by David and Semmes of bilateral approximation by union of planes.
