    The article under review constructs fine moduli spaces of framed sheaves over Hirzebruch surfaces. The \(n\)-th Hirzebruch suface \(\Sigma_{n}\) is defined to be the projectivization of the total space of the bundle \(\mathcal{O}_{\mathbb{P}^{1}}\oplus \mathcal{O}_{\mathbb{P}^{1}}(n)\). Define a framed sheaf as a pair \((\mathcal{E},\theta)\) where \(\mathcal{E}\) is a rank \(r\) torsion free sheaf over \(\Sigma_{n}\) and the framing is \(\theta:\mathcal{E}|_{l_{\infty}}\simeq \mathcal{O}^{\oplus r}_{l_{\infty}}\) , where \(l_{\infty}\) is a fixed curve on the surface. When fixing the Chern character of \(\mathcal{E}\), the underlying sheaf \(\mathcal{E}\) is proved to be isomorphic to the cohomology of certain monad and the authors construct a principal bundle over the space of monads (those monads which come from framed sheaves), such that the fiber of this bundle encodes the diferent framings for a given \(\mathcal{E}\). This way, it is possible to recover the moduli space of framed sheaves of prescribed Chern character as the quotient of the total space of the principal bundle by the action of certain group, which turns out to be a smooth irreducible algebraic variety. Finally, it is shown that this moduli space is fine by constructing a universal family of framed sheaves.
