It is well-known that the complexity of a cusped hyperbolic 3-manifold is defined as the number of tetrahedra in its minimal ideal triangulation. The present paper yields a complete census of orientable cusped hyperbolic 3-manifolds of complexity at most 10. The authors point out that their list of manifolds of complexity at most 8 has been obtained independently from the previously existing ones by Callahan, Hildebrand and Weeks [\textit{P. J. Callahan} et al., Math. Comput. 68, No. 225, 321--332, microfiche suppl. (1999; Zbl 0910.57006)] and by Thistlethwaite (see \texttt{http://www.math.utk.edu/~morwen/8tet/}), but coincides with them. The paper proves that there exists only one orientable cusped hyperbolic 3-manifold of complexity 9. Moreover, the list of orientable cusped hyperbolic 3-manifolds of complexity 10 contains 15 manifolds with one cusp, 20 manifolds with two cusps, 16 manifolds with three cusps, four manifolds with four cusps and two manifolds with five cusps; this catalogue is exhaustive, but the problem of possible duplicates remains open for some pairs of elements (with one, two or three cusps). Note that the same situation occurred for the catalogue of complexity 8: see [\textit{B. A. Burton}, Exp. Math. 23, No. 2, 170--173 (2014; Zbl 1295.57022)]. Further, the authors discuss some unsolved problems related to the construction of manifolds with a given number of cusps.
