The well-known Poincaré-Birkhoff-Witt theorem provides a construction of a basis for the universal enveloping algebra of a Lie algebra. All known quantizations of Lie algebras are included in the class of character Hopf algebras. So this class of quantum algebras can be regarded as a class of universal enveloping quantum algebras. The author presents a construction of a basis for an arbitrary character Hopf algebra.
