The authors develop a theory of non-uniform sampling with the goal of computational implementation for applications where balayage, spectral synthesis, and sets of multiplicity are computationally quantified. The main tools are generalized Fourier frames, short time Fourier transforms, pseudo-differential operators, combined with balayage ideas developed in Beurling's works.
