The authors construct \(p\)-adic multiple \(L\)-functions generalizing the classical Kubota-Leopoldt \(p\)-adic \(L\)-functions [\textit{T. Kubota} and \textit{H. W. Leopoldt}, J. Reine Angew. Math. 214/215, 328--339 (1964; Zbl 0186.09103)]. Building on the method of \textit{N. Koblitz} [Duke Math. J. 46, 455--468 (1979; Zbl 0409.12028)], they do it using a specific \(p\)-adic measure. Special values of the newly constructed \(p\)-adic \(L\)-functions are expressed in terms of the twisted multiple Bernoulli numbers. This leads to analogs of the Kummer congruences. The values at positive integers are expressed via \(p\)-adic twisted multiple star polylogarithms, multiple generalizations of Coleman's \(p\)-adic polylogarithms; see [\textit{R. F.
