      The paper is a continuation of [Found. Comput. Math. 8, No. 3, 395--407 (2008; Zbl 1149.41015)]. Here the author considers the construction of a rotation-invariant signed measure \(\mu\) for which the convolution \(\psi=\mu * \phi\) is a function of compact support, and \(\phi\) is a polyharmonic radial basis function. One application addresses the local stability of the translates of \(\phi\): an estimate for the size of coefficients \(a_j\) in the linear combination \[ s(x)=\sum_{k=1}^na_k\phi(x-b_k),\quad x\in \mathbb R^d, \] by the magnitude of \(s\) near the center \(b_j.\)
