      This is a detailed paper devoted to an investigation of the problem mentioned in the title. The authors study the Aharonov-Bohm effect through scattering by electrostatic and magnetic fields with compact support in two dimensions. The scattering system consists of two scalar potentials and one magnetic (vector) potential, where the center of the latter support is located on the line segment joining the centers of the former potentials. A sharp lower bound on the resonance widths is found as the distances between the three supports go to infinity.
