    [For Part I see K-Theory 1, No.6, 575-626 (1988; Zbl 0664.57012).] Let R be a ring with involution. Denote by \(\underset {=} Lp.(R)\) the projective quadratic L-theory spectrum and by \(\underset {=} Kp(R)\) the K-theory spectrum of R. The last one obtains an involution by taking adjoints. There is the homotopy orbit spectrum H.(\({\mathbb{Z}}/2;\underset {=} Kp(R))\) and the homotopy fixed point spectrum \(H^.({\mathbb{Z}}/2;\underset {=} Kp(R))\). Let \(\hat H^.({\mathbb{Z}}/2;\underset {=} Kp(R))\) be the fibre of the norm map from H.(\({\mathbb{Z}}/2;\underset {=} Kp(R))\) to \(H^.({\mathbb{Z}}/2;\underset {=} Kp(R))\) defined by Dwyer. The main issue of the paper is the construction of a map of spectra \[ \Xi^ p: \underset {=} {Lp.(R)} \hat H^.({\mathbb{Z}}/2;\underset {=} Kp(R)). \] This leads to a higher Rothenberg sequence. Let \(\underset {=} Ap(Y)\) be Waldhausen's K-theory of finitely dominated retractive spaces of a pointed connected CW-complex Y. The map \(\Xi\) above factorizes over the map from \(\hat H^.({\mathbb{Z}}/2;\underset {=} Ap(Y))\) to \(\hat H^.({\mathbb{Z}}/2;\underset {=} Kp(R))\) induced by linearization if R is the group ring of the fundamental group of Y. This algebraic approach will be interpreted geometrically in terms of block automorphisms and concordance theory in Part IV.
