Static bending and oscillations of plates with irregular thickness and irregular elastic constants, stressed in their plane, are treated in the context of functional analysis using the asymptotic method of homogenization. Paper is an extension to earlier contributions [the author, e.g.: ibid. 49, 969-977 (1985; Zbl 0613.73015)] in that the operators are not known a priori to be of fixed sign. An average description of oscillations is given under the condition, however, that the in-plane forces do not lead to loss of stability. The physical question of the validity of the Kirchhoff-Love hypothesis in case of plates with irregular thickness is not discussed.
