The paper is of interest mainly for elliptic systems on a manifold with boundary which do not admit boundary value problems which satisfy the Shapiro-Lopatinskij condition. The main aim of the author is in fact to construct an algebra of boundary problems of Atiyah-Patodi-Singer type, which will contain together with some elliptic problem also its parametrix, provided that the transmission property is satisfied. In such boundary problems (considered for the first time by Atiyah-Patodi-Singer for the Dirac operator), the boundary conditions are of inhomogeneous type, but the data are assumed to be from strict subspaces of Sobolev-spaces defined in terms of some pseudodifferential projection operators. The Fredholm property in suitable scales of such problems is established.
