    The electromagnetic field scattered by an obstacle is calculated. The obstacle is assumed to be composed of a perfect conductor surrounded by a dielectric material. A numerical method consisting of coupling an approximation by finite elements of volume with surface retarded potentials is developed. For scattering under instationary conditions, four cases are studied to accomplish coupling between the finite elements of volume in the obstacle interior and the integral equations representing the diffracted field in the exterior domain. Cases with stability and convergence are found.
