    \(\ell\), \(\ell^p\), \(\ell^\infty\) and \(\ell_0\) are called as all sequences on \(Z^d\), all \(p\)-summable sequences, all bounded sequences and all sequences with finite support. Their \(N\) copies are denoted by \((\ell)^N\), \((\ell^p)^N\), \((\ell^\infty)^N\) and \((\ell_0)^N\), respectively, where \(1\leq p<\infty\). The spaces of all Schwartz functions and of all compactly supported \(C^\infty\) functions are denoted by \({\mathcal S}\) and \({\mathcal D}\) respectively. \(\langle\langle\cdot,\cdot\rangle\rangle\) is the notion for the action between a tempered distribution and a Schwartz function or between a global supported distribution and a function in \({\mathcal D}\). Various such definitions and notations have been explicitly discussed by the author in Section 1, including refinable distributions, stable shifts and decay. This paper investigates characterization of the stable shifts of a vector-valued distribution with \(\ell^1\) decay and it has been shown that the inverse of the semi-convolution \(F^{*'}\) (the notation) can be written explicitly via a vector-valued \(C^\infty\) function with \(\ell^1\) decay. The proofs of the two theorems, stated in Section 1, are given in Section 2, which concern the stable shifts of a tempered distribution with \(\ell^1\) decay. In Section 3, the author has discussed the stable shifts of a compactly supported distribution, and the computation of space \({\mathcal I}(F)\) for a refinable distribution \(F\). It is worth noticing that a tempered distribution is called a refinable distribution if it has a continuous Fourier transform and satisfies refinement equation, equation (12), p. 120 of this paper. The Appendix, which concludes this paper, discusses some basic properties of tempered distributions with \(\ell^1\) decay and also establishes that, the distributional solution of a refinement equation with smooth symbol has \(\ell^1\) decay. Seven propositions justify the importance of this section.
