The paper is devoted to the study of \(C^*\)-algebras with locally bounded irreducible representation, and the author's particular interest consists in the cases where simple \(C^*\)-algebras have real rank zero. Let \(A\) and \(B\) be two unital separable simple nuclear \(C^*\)-algebras with tracial topological rank zero (i.e. \(TR(A)=TR(B)=0\)). A unital separable \(C^*\)-algebra \(C\) is said to have the local \({\mathcal B}{\mathcal D}\) approximation property if for any \(\epsilon > 0\) and any finite subset \({\mathcal F} \subset C\), there is a \(C^*\)-subalgebra \(D\) whose irreducible representation is finite dimensional and its rank is bounded, such that \(dist(a, D) < \epsilon\) for all \(a \in {\mathcal F}\). Suppose that those \(A\) and \(B\) have the local \({\mathcal B}{\mathcal D}\) approximation property, and also that \(\rho_A(K_0(A))\) is a divisible group, where \(\rho_A : K_0(A)\rightarrow\text{Aff}(T(A))\) is the homomorphism from \(K_0(A)\) to the space of affine functions on the tracial state space \(T(A)\) of the \(C^*\)-algebra \(A\). The author proves that \(A \cong B\) if and only if \((K_0(A)\), \(K_0(A)_+\), \([1_A]\), \(K_1(A))\cong(K_0(B)\), \(K_0(B)_+\), \([1_B]\), \(K_1(B))\) (cf. Theorem 3.8, p.66). In the last section the above main result is applied to certain simple crossed products. When \(h\) is a minimal diffeomorphism from a compact manifold \(M\) into itself, the simple crossed product \(A =\) \(C^*({\mathbb Z}, M, h)\) arising from the smooth minimal dynamical system is in the class of all unital \(C^*\)-algebras with the local \({\mathcal B}{\mathcal D}\) approximation property. Therefore the main result can be used to classify those simple crossed products if they have real rank zero. In fact the author shows a similar result as the above-mentioned for \(A_i=C^*({\mathbb Z}, M_i, h_i)\) (\(i = 1,2\)), on the supposition that \(TR(A_i) =0\) and \(\rho_A( K_0(A_i))\) is divisible (\(i=1,2\)), where \(M_1\) and \(M_2\) are compact manifolds and \(h_i : M_i \rightarrow M_i\) is a minimal diffeomorphism (\(i=1,2\)).
