    The author investigates the spectral behavior of sequences of matrices increasing in size and then applies the results to the important question of discretization of elliptic boundary value problems with a sparsely vanishing coefficient. The preconditioning problem is treated as a constraint approximation. The author also recalls the Szegő-Tyrtyshnikov theory which characterizes the spectra of multilevel Toeplitz matrices and then proceeds to compare the various possible distributions and clusters of spectra. Examples are used to illustrate the performance of the various schemes.
