An infinite-dimensional semilinear functional differential nonstationary dynamical control system with infinite delay in the state variable defined in Hilbert spaces is considered. The semilinear differential state equation contains both pure linear and pure nonlinear parts. First of all, using methods and concepts taken directly from functional analysis and theory of delayed differential equations the existence of mild solution is proved and its properties are discussed. Next, the concept of approximate relative controllability on a given time interval for delayed control systems is recalled. The main results of the paper are sufficient conditions for relative approximate controllability proved by using a so-called resolvent operator method and techniques based on fractional power of linear operators. In the proof, Schauder's fixed point theorem is also used. It should be mentioned, that the essential assumption is the relative approximate controllability on a given time interval of the linear part of the differential state equation. Moreover, remarks and comments on controllability problems for infinite-dimensional control systems and relationships to the results known in the literature are also given. Finally, an example of an approximate controllable dynamical system which illustrates the theoretical considerations is presented. It should be pointed out that similar approximate controllability considerations for semilinear infinite-dimensional functional differential dynamical systems with infinite delay can be found in the recent papers [\textit{I. Wang}, Sci. China, Ser. F 52, No. 7, 1095--1102 (2009; Zbl 1182.93026); J. Optim. Theory Appl. 143, No. 1, 185--206 (2009; Zbl 1176.93018)].
