      This paper concerns the local well-posedness of 2-D nonhomogeneous incompressible Navier-Stokes equations with density dependent viscosity. The density is away from the vacuum, while the solution is in the critical Besov spaces with negative regularity exponents. The new estimate is the boundedness of the solution mapping \(H_a: F\to \nabla \Pi\) to the elliptic equation \(\operatorname{div}((1+a)\nabla \Pi)=\operatorname{div}F\) in \(\dot{B}_{p,1}^{\frac{2}{p}-1}(\mathbb{R}^2)\), i.e., NEWLINE\[NEWLINE \|\nabla \Pi\|_{\dot{B}_{p,1}^{\frac{2}{p}-1}}\leq \left(1+\| a\|_{\dot{B}_{p,1}^{\frac{2}{p}}}\right)^2 \| F\|_{\dot{B}_{p,1}^{\frac{2}{p}-1}},\quad \forall 1<p<4. NEWLINE\]NEWLINE In the case of constant viscosity, the solution can be extended globally.
