    This article studies the manpower planning problem using a time dependent Markov model. The article begins with the necessary background to this problem which includes the principles of Markov chains, manpower planning problems and recent approaches which use integer value models for manpower management. The second section details the generalized augmented mobility model where the manpower system population is stratified into a number of classes which evolve over time according to a non-homogeneous Markov chain model. The third section, which represents the main findings of this very interesting paper study the limiting behavior of this system. In this section thirty theorems on the properties of the system are presented with proof, and their importance is outlined. The paper concludes with a section on numerical experimentation and suggestions for further research.
