This long interesting paper deals with the asymptotic analysis of eigenvalue problems for the Laplace operator with frequently alternating boundary conditions. In other words, the author considers in the boundary of the domain a subset consisting on a large number of nonintersecting parts of small measure, depending on a parameter in such a way that the distance between the individual components and the measure tend to zero. On this set the author imposes a certain boundary condition and a different one on the remaining part. The main goal of the paper is to construct asymptotic expansions for eigenvalues and eigenfunctions of the Laplacian in such type of domain. To do so, the author combines different methods of asymptotic analysis: the method of compatibility of asymptotic expansions, the boundary layer method, and the multiscale method.
