      The authors consider a two-phase transversely isotropic visco-piezoelastic composite reinforced by unidirectional fibers embedded in a matrix. The authors review some simple empirical justified and unjustified approximations valid for dilute and low-contrast composites, and do not refer to the known exact formulas for piezoelectric composites. The authors apply Rabotnov's method of convolution integral operators. The effective constants can be found from an infinite system of linear algebraic equations not written in the present papers. The authors use the first order approximation in concentration and arrive at the formula called by them the closed form solution. The obtained formula can be considered as a visco-piezoelastic extension of the famous Maxwell formula for dilute composites.
