In this paper, the authors study the exotic \(K(h)\)-local Picard groups \(\kappa_h\), and the homological Chromatic Vanishing Conjectrue (RHVC): \(\mathbb F_p\cong H_0(\mathbb G_h;\mathbb F_{p^h})\stackrel\sim\to H_0(\mathbb G_h;\pi_0(E_h)/p)\), and obtain that if \(2p-1=h^2\) and the Smith-Toda complex \(V(h-2)\) exists, then \(L_{K(h)}(X\wedge V(h-2))\simeq L_{K(h)}V(h-2)\) for any \(X\in \kappa_h\), and that if \((p-1)\nmid h\), then \(\mathbb F_p\cong H_0(\mathbb G_h;\mathbb F_{p^h})\stackrel\sim\to H_0(\mathbb G_h;\pi_0(E_h)/I_{h-1})\). The first result holds without hypothesis if \((h,p)=(3,5)\) and \((5,13)\), since \(V(1)\) and \(V(3)\) exist in these cases. Furthermore, the case for \(4p-3=h^2\) is studied. Relating these, they show that if the RHVC holds, then \(\kappa_3=0\) at \((h,p)=(3,5)\). Moreover, they show that the structure of \(H^0M_1^{h-1}\) for the monochromatic comodule \(M^{h-1}_1\) would imply RHVC if \((p-1)\nmid h\), and \(\kappa_h=0\) if \(2p-1=h^2\), by classifying the additive generators of the cohomology \(H^0M_1^{h-1}\) into three families, and studying how each family contributes the cohomology \(H^*_c(\mathbb G_h;\pi_*(E_h)/p)\). The arguments work for \(H^0M^1_{h-1}\), whose structure is determined by Miller, Ravenel and Wilson, and show \(H^{h^2}_c(\mathbb G_h;\pi_{2p-2}(E_h)/I_{h-1})=0 \) and \( H^{h^2}_c(\mathbb G_h;\pi_0(E_h)/I_{h-1})=\mathbb F_p\), which imply the main results.
