The author proves a full geometric characterization of equality cases of the perimeter inequality under circular symmetrization in terms of the inward normals (Theorem~1.3), improving on previous results. The proof relies on a novel short proof of the perimeter inequality under symmetrization. A straightforward adaptation of the proofs allow for proving an analogous characterization for Steiner's symmetrization (Theorem~5.9). While the equality cases were well-known in Steiner's case, the analytic conditions previously proved are harder to check than the new geometric conditions provided in the current paper.
