      Let \((A, \mathfrak m)\) be a \(d\)-dimensional noetherian local ring with an \(\mathfrak m\)-primary ideal \(I\). Denote its Hilbert coefficients by \(\{e_i(I)\}\) where \(0\leq i \leq d\) and let \((a_1,\ldots,a_d)\subseteq I\) be a parameter ideal. Assume that \(e_1(I)=e_0(I)-\ell(A/I)+1\). In the case \(R\) is Cohen-Macaulay (i.e., \(a_1,\ldots,a_d\) is a regular sequence) there is a characterization of \(I\) in terms of the Sally module. Such a characterization determines \(\{e_i(I)\}\) for \(i\geq 2\), they are zero or \(\pm 1\). This paper extends such a characterization up to some conditions on \(a_1,\ldots,a_d\) 'say \(C(j)\) for \(0\leq j\leq 3\). The conditions \(C(j)\) are satisfy by regular sequences.
