This paper broadens the moduli theory of twisted sheaves on surfaces. Moreover, it introduces the foundations for the study of these moduli on stacky surfaces. In particular, the author considers an \(A_{N-1}\) orbisurface \(X\) over a field \(k\) with projective coarse moduli space. This is, roughly, a projective surface \(X\) with isolated stacky points, each with stabilizer \(\mu_N\). Notice that any smooth projective surface is an \(A_{N-1}\) orbisurface. Let \({\mathcal{X}} \to X\) be a \(\mu_N\)-gerbe. Given an invertible sheaf \(L\) on \(X\), a positive integer \(\Delta\), and an integer \(r\) invertible in \(k\), one can consider the moduli stack \textbf{Tw}\(^{ss}_{{\mathcal{X}}/k}(r,L,\Delta)\) of totally regular slope-semistable \(\mathcal{X}\)-twisted sheaves of rank \(r\), determinant \(l\) and discriminant \(\Delta\). The author proves that this stack is of finite type over \(k\) and, if \(\Delta\) is sufficiently large, it is also geometrically normal. Moreover, if a locally free \(\mathcal{X}\)-twisted sheaf of rank \(r\) exists, then, for \(\Delta\) big enough, the moduli stack contains at least one geometrically coneected component. If \(X\) is smooth projective, the moduli stack is geometrically connected as soon as it is non-empty, and it is non-empty for almost all \(\Delta\). The approach to the problem is inspired by Adrian Langer's results extending O'Grady's methods to positive characteristic.
