The paper is a continuation of \textit{W.\ Wang} and \textit{L.\ Zhao} [Proc. Lond. Math. Soc. 99, 145--167 (2009; Zbl 1176.17013)], in which the representation theory of Lie superalgebras over algebraically closed fields of characteristic \(p>2\) is conducted. Here the authors study the case of the queer Lie superalgebra \(\mathfrak{g}=\mathfrak{q}(n)\), a super-analogue of the general Lie algebra \(\mathfrak{gl}(n)\). Its complex representations have been already well-studied, see for example \textit{I. B. Penkov} [Funct. Anal. Appl. 20, 30--37 (1986; Zbl 0595.17003)] or \textit{J. Brundan} [Adv. Math. 182, 28--77 (2004; Zbl 1048.17003)]. The main results are as follow. Let \(\chi\) be a \(p\)-character of \(\mathfrak{g}\). First, when \(\chi\) is semisimple, an irreducibility criterion for the baby Verma modules \(Z_{\chi}(\lambda)\) is established. This in turn yields a criterion on a semisimple \(\chi\) for the reduced enveloping algebra \(U_{\chi}(\mathfrak{g})\) to be semisimple. When \(\chi\) is nilpotent, an analogue of the Kac-Weisfeiler conjecture for \(\mathfrak{g}\) is proved. Namely, the dimension of irreducible \(U_{\chi}(\mathfrak{g})\)-modules are divisible by \((2p)^d\), for a suitable integer \(d\) defined in terms of the centraliser \(\mathfrak{g}_{\chi}\). This property is reinterpreted by means of a ``finite \(W\)-superalgebra of type \(Q\)'', which is introduced for the occasion. In case \(n=2\), the blocks of \(U_{\chi}(\mathfrak{q}(2))\) are described explicitly by means of quivers and relations. This is used to establish a ``Morita superequivalence'' between \(U_{\chi}(\mathfrak{q}(2))\) and \(U_{\chi_s}(\mathfrak{q}(2))\), where \(\chi_s\) is the semisimple part of the \(p\)-character \(\chi\). It is conjectured that such a superequivalence should hold for all \(n \geq 3\). For Part III, see the second author, Pac. J. Math. 248, No. 2, 493--510 (2010; Zbl 1225.17022).
