The authors study the spaces of scalar and symmetric two-form valued universal curvature identities. The main result of the paper concerns the natural restriction map and its properties. It is the extension of results obtained earlier by the first author [Adv. Math. 10, 344--382 (1973; Zbl 0259.58010)]. The facts established allow to give a new proof of a result of \textit{G. M. Kuz'mina} [Math. Notes 16(1974), 961--963 (1975); translation from Mat. Zametki 16, 619--622 (1974; Zbl 0309.53042)] concerning the Berger conjecture.
