In [ibid. 70, No. 4, 451--483 (2011; Zbl 1236.47010)], sufficient conditions for the Fredholmness of the singular integral operator with shift \[ \left(a {\mathbf I} - b {\mathbf W}_{\alpha}\right) {\mathbf P}_{+} + \left(c {\mathbf I} - d {\mathbf W}_{\alpha}\right) {\mathbf P}_{-} \tag{1} \] were found. By using the method of limit operators and the Allan-Douglas local principle necessary conditions are found in the present article. The main result reads as follows. {Theorem.} Let \(a, b, c, d\) be slowly oscillating functions (\(a, b, c, d\in SO({\mathbb R}_{+})\) and \(\alpha\) be a slowly oscillating orientation-preserving diffeomorphism of \({\mathbb R}_{+}\) onto itself. If the operator (1) is Fredholm on \(L^p({\mathbb R}_{+})\), then the following conditions are satisfied: {\parindent=7mm \begin{itemize}\item[(i)]the functional operators \(A_{+} = a {\mathbf I} - b {\mathbf W}_{\alpha}\) and \(A_{-} = c {\mathbf I} - d {\mathbf W}_{\alpha}\) are invertible on the space \(L^p({\mathbb R}_{+})\); \item[(ii)] for every pair \((\xi, x)\in \left(M_{0}(SO({\mathbb R}_{+})) \cup M_{\infty}(SO({\mathbb R}_{+}))\right)\times {\mathbb R}\), \[ \begin{multlined} n_{\xi}(x) = \left[a(\xi) - b(\xi) e^{i \omega(\xi) (x + i/p)}\right]\times \frac{1 + coth[\pi (x + i/p)]}{2} \\ + \left[c(\xi) - d(\xi) e^{i \omega(\xi) (x + i/p)}\right]\times \frac{1 - coth[\pi (x + i/p)]}{2}. \end{multlined} \] \end{itemize}} The above necessary conditions are, in fact, necessary and sufficient.
