Let \(f\) be a Hecke eigenform of weight \(\kappa\equiv 0 \, (\mathrm{mod}\, 4)\) for the full modular group, and let \(\chi_{8d}\) be a primitive Dirichlet character for any odd, square-free \(d\).\N\NBy assuming the truth of the generalized form of the Chowla's conjecture which states that all the quadratic twist of modular \(L\)-functions do not vanish at the central point, the authors derive the following estimate for the \(2k\)-th moment of families of quadratic twists of modular \(L\)-functions at the central point for all real \(k < 0\)\N\[\N\mathop{\sum{}^*}_{\substack{0<d<X \\ (d,2)=1}} L\left(\frac{1}{2}, f\otimes \chi_{8d}\right)^{2k}\gg X(\log X)^{\frac{2k(2k-1)}{2}}, \N\] \Nwhere \(\sum^*\) is the sum over square-free integers. Under the same assumptions, the authors establish for all odd primes \(p\) and a large real number \(X\) \N\[\N\sum_{0< p<X}(\log p) L\left(\frac{1}{2}, f\otimes \chi_{8d}\right)^{2k}\gg X(\log X)^{\frac{2k(2k-1)}{2}}. \N\]
