The problem of low-order stabilization of a general linear time-invariant system with multiple time delays is studied. Applying the generalized Nyquist criterion, necessary and sufficient conditions for stability of a single-output (SISO) system with multiple time delays are obtained. Based on these conditions, analytical algorithms are then proposed to compute the complete stabilizing sets of low-order controllers for SISO systems. Moreover, it is shown that a multi-input multi-output (MIMO) system can be decomposed into several independent single loop subsystems with multiple time delays by using the method of equivalent transfer function. By assembling all these subsystems, the original MIMO system with multiple time-delays can also be stabilized. Finally, four numerical examples are provided to illustrate the proposed algorithms.
