Let \(S\) be a hypersurface in \(\mathbb R^3\) which is the graph of a smooth, finite type function \(\phi\), and let \(\mu = \rho d \sigma\) be a surface carried measure on \(S\), where \(d \sigma\) denotes the surface element on \(S\) and \(\rho\) a smooth density with sufficiently small support. The estimate for the Fourier transform of a surface carried measure of \(S\) was given in a recent paper by \textit{I. A. Ikromov, M. Kempe} and \textit{D. Müller} [Acta Math., 204, No. 2, 151--271 (2010; Zbl 1223.42011)], namely: \[ |\widehat{ \rho d \sigma}(\xi)| \leq C \| \rho \|_{C^2(S)} (1 + |\xi|)^{- 1/h} \log (2 + | \xi |), \] where \(h\) is the so-called height of \(\phi\) in the sense of Varchenko. As an application, in the aforementioned paper the authors also proved the following Fourier restriction estimate: Assume that the given coordinate are adapted to \(\phi\). Then \[ ( \int_S |\widehat{f}|^2 \rho d \sigma )^{1/2} \leq C_p || f\|_{L^p(\mathbb R^3)}, \;\;f \in \mathcal{S}(\mathbb R^3)\tag{1} \] holds true for every \(p\) such that \(1 \leq p < (2h + 2)/(2h + 1)\), provided that the support of the smooth density \(\rho\) lies in a sufficiently small neighborhood of the origin. In this paper, the authors improve the above two results. First, the authors derive uniform estimates for the Fourier transform \(\hat{\mu}\) of \(\mu\), namely, \[ |\widehat{ \rho d \sigma}(\xi)| \leq C \| \rho \|_{C^2(S)} (1 + |\xi|)^{- 1/h} (\log (2 + | \xi |))^{\nu(\phi)} \] where \(\nu(\phi)\) is the Varchenko's exponent. The estimate is sharp except for the case where the principle face of the Newton of \(\phi\), when expressed in adapted coordinates, is unbounded. Secondly, as an application, the authors prove that the restriction estimate \((1)\) holds true also at the endpoint \(p = (2h + 2)/(2h + 1)\).
