This is a continuation of an earlier work of the author [Pac. J. Math. 232, No. 1, 207--232 (2007; Zbl 1214.11044)] and the author and \textit{U. Rehmann} [J. Algebra 322, No. 1, 1--12 (2009; Zbl 1225.11044)], giving a complete classification of good bilinear and quadratic forms of height 2 over fields of characteristic 2. A new ingredient in the classification theorem is the use of an analog in characteristic \(2\) of a linkage condition known from the work of \textit{R. Elman} and \textit{T. Y. Lam} in characteristic \(\neq 2\) [J. Algebra 23, 181--213 (1972; Zbl 0246.15029)]. A section is devoted to studying the behavior of forms of height \(2\) over the function fields of their dominant forms.
