The author defines and analyzes an algebra of pseudodifferential operators associated to a manifold with foliated boundary. More precisely, let \(X\) be a manifold with boundary, \(\mathcal{F}\) be a smooth foliation of the boundary, and \(x\) a distinguished boundary defining function for \(X\). Associated with this data is a Lie algebra of smooth vector fields on \(X\), consisting of those vector fields \(V\) such that \(Vx=O(x^2)\) at the boundary, and the restriction of \(V\) to the boundary is tangent to the leaves. The algebra of differential operators generated by this Lie algebra is microlocalized to an algebra \(\Psi_{\mathcal{F}}^*\) of foliated cusp pseudodifferential operators. It is assumed (Assumption 1 of the paper) that the leaves of \(\mathcal{F}\) are the images of the fibers of an fibration \(\Phi\), called the resolution of \(\mathcal{F}\), under the quotient map defined by a discrete group action on the total space of \(\Phi\). Using the resolution of \(\mathcal{F}\) by \(\Phi\), the author generalizes the fibred cusp calculus of \textit{R. Mazzeo} and \textit{R. B. Melrose} [Asian J. Math. 2, No. 4, 833--866 (1999; Zbl 1125.58304)]. The standard calculus rules, a parametrix construction, and Fredholm criteria are derived. The calculus is applied to obtain an index formula for perturbations of Dirac-type operators and a formula for the adiabatic limit of their eta invariants.
