The author studies a local version of permutation stability for finitely generated groups, formulated via approximation by permutations and correction to partial homomorphisms. This notion is presented as a weakening of permutation stability in the sense of [\textit{L. Glebsky} and \textit{L. M. Rivera}, Taiwanese J. Math. 13, No. 2A, 493--500 (2009; Zbl 1203.20003); \textit{G. Arzhantseva} and \textit{L. Paunescu}, J. Funct. Anal. 269, No. 3, 745--757 (2015; Zbl 1368.20025)]. The paper shows that if a group is sofic and locally stable, then it is locally embeddable into finite groups.\N\NOne of the main results gives a necessary and sufficient condition for a finitely generated amenable group to be locally stable in terms of invariant random subgroups, in the spirit of the stability criterion obtained by \textit{O. Becker} et al. [Duke Math. J. 168, No. 12, 2207--2234 (2019; Zbl 1516.20007)]. More precisely, local stability is characterized by approximating invariant random subgroups by sequences of invariant random subgroups on finite groups converging in the space of marked groups.\N\NAs an application, the author proves that the derived subgroup of the topological full group of a Cantor minimal subshift is locally stable. This yields continuum many pairwise nonisomorphic finitely generated groups that are locally stable but not weakly stable.
