This work introduces the notion of local Hilbert-Schmidt (HS) stability, inspired by \textit{H. Bradford}'s [``Local permutation stability'', Preprint, \url{arXiv:2211.15249}] concept of local permutation stability. The authors construct a general framework for local stability via partial homomorphisms, ultraproducts and marked group limits and develop a character-based criterion that fully characterizes local HS-stability for amenable groups. They provide examples of groups such as \(S_\infty\), \(A_\infty\) and topological full groups of minimal Cantor systems that are locally HS-stable but not globally HS-stable. Furthermore, they extend the notion to flexible and very flexible variants, obtaining equivalences with LEF (locally embeddable into finite) groups.\N\NIn addition, the paper proves that infinite hyperlinear groups with property (T) are not locally HS-stable, extending a result by \textit{O. Becker} and \textit{A. Lubotzky} [J. Funct. Anal. 278, No. 1, Article ID 108298, 20 p. (2020; Zbl 1516.20100)] and resolving a question of Lubotzky stated by Bradford [loc. cit.].\N\NThe examples constructed yield uncountably many non-isomorphic, locally HS-stable, finitely generated groups which do not satisfy global HS-stability.
