For a vector field \(X\) on a manifold \(M^{2n+1}\) the authors relate a Hamiltonian vector field on another manifold \(\tilde{M}\). The assumptions are strong: (i) the existence of a global Poincaré cross-section \(N^{2n}\), (ii) that is symplectic with respect to restriction of a closed 2-form \(\omega\) of rank \(2n\) on \(M\), (iii) \(X\) spans the kernel of \(\omega\). The construction is simple: \(\tilde{M}=(N\times\mathbb{R}^2)/\mathbb{Z}\), where \(\mathbb{Z}\) acts by the Poincaré return/shift map and this carries a symplectic form \(\tilde{\omega}\). The authors also consider \(\tilde{M}=(N\times\mathbb{R}^{2k})/\mathbb{Z}\) for arbitrary \(k\), however for \(k>1\) this differs from the previous construction simply by direct factor \(T^{2k-2}\). The authors claim that \(X\) extend the vector field from \(M\) to a Hamiltonian vector field \(\tilde{X}\) on \(\tilde{M}\). This however has some issues: \(M\) is not a submanifold, so \(\tilde{X}\) cannot be considered an extension from \(M\), but rather from \(M/\mathbb{Z}\), which is a submanifold of \(\tilde{M}\). Also the authors indicate that \(M/\mathbb{Z}=(N/\mathbb{Z})\times\mathbb{S}^1\), but this does not hold in general. The construction of \((\tilde{M},\tilde{X},\tilde{\omega})\) is motivated by the preceeding work by L. Lerman and E. Yakovlev, and the authors also provide a construction of divergence-free extension motivated by the same work.
