      Let \(M\) be an \(n\)-dimensional complete Riemannian manifold without boundary \((n\ge 2)\), let \(\Delta_M\) be the (positive) Laplace-Beltrami operator, and \(\sigma(\Delta_M)\) is its spectrum. Let \(\Delta_v\) be the vertical Laplacian on the unit tangent bundle \(SM\), and let \(X\) be the generator of the geodesic flow on \(SM\). The kinetic Laplacian (i.e. generator of the kinetic Brownian motion) is defined as \N\[\NP_\lambda:= - \gamma X+\frac {\gamma^2}{n(n-1)}\Delta_v,\ \ \ \gamma>0.\N\]\NThis paper proves the following beautiful result: as \(\gamma\to\infty\) \N\[\N\sigma(P_\gamma)\cap U\to \sigma(\Delta_M)\cap U\N\]\Nuniformly on any bounded open domain \(U\subset \mathbb C\), and \N\[\N\lim_{\gamma\to\infty}\|(P_\gamma-\lambda)^{-1}-(\Delta_M-\lambda)^{-1}\|_{H^s\to H^{s+1/4}} =0\N\]\Nuniformly in \(\lambda\in U\), a bounded open set in \(\mathbb C\setminus \sigma(\Delta_M).\) As an important application of this result, a conjecture of Baudoin-Tardif is proved.
